CENSORWARE PROJECT ISSUES NEW REPORT ON
CENSORED INTERNET ACCESS IN UTAH SCHOOLS AND
LIBRARIES

FOR IMMEDIATE RELEASE

New York, March 23, 1999 -- The Censorware Project , an
organization which opposes the use of blocking software by public
institutions including schools and libraries, announced today the
release of its 61 page report, “Censored Internet Access in Utah
Public Schools and Libraries.”

The report analyzes approximately 53 million lines of actual use data
obtained from the Utah Education Network under GRAMA, Utah’s
state freedom of information act. Using a product called Smartfilter,
UEN maintains eleven proxy servers which provide statewide
censored internet access to all of Utah’s public schools and some of
its public libraries.

Michael Sims, project manager for this report, stated that, while the
issue of internet access in schools and libraries continues to be a
topic of great controversy in schools and libraries, and in Congress,
“there has been a singular lack of hard data which shows how the
internet actually is being used in public institutions. That lack of
data has allowed some to create or exaggerate the supposed
problems, and it is our hope that this report, plus the underlying data
files, will help to shed light on the truth.”

The data shows that less than 0.4% of all access attempts were
banned by Smartfilter, rightfully or wrongfully. The percentage drops
when school is in session, increases when school is out, indicating
that attempted accesses to sexually explicit or other inappropriate
sites (as categorized by Smartfilter) are less likely to be made by
students than by others.

The report also demonstrates that Smartfilter, like all other
censorware products, bans access to a great number of socially
useful sites. Users in Utah were banned by Smartfilter from, among
many others, internet homes for:

— The Declaration of Independence; — The United States
Constitution; — The Bible; — The Koran; — All of Shakespeare’s
plays; and — The Adventures of Sherlock Holmes.
