Integrating Security Into the Systems Acquisition Process

In its continuing effort to help promote the development of a more secure information technology infrastructure within the United States, the National Information Assurance Partnership, in cooperation with the Federal Aviation Administration and the Government Accounting Office is hosting a workshop entitled "Integrating System and Large System Acquisition" to be held on September 13, 2002 at the National Institute of Standards and Technology in Gaithesburg, Maryland.

For years the acquisition community and the security community have struggled to come together in a fashion that would result in successful procurement of very large systems with appropriate security properties. A major issue has often been that the security engineers designed and articulated their design using their own paradigm and language while the acquisistion community procured systems and components using a different paradigm and language.

September 13, 2002 Sponsors: National Institute of Standards and Technology (NIST), National Information Assurance Partnership (NIAP), and MITRE Corporation. Audience: Information assurance professionals, acquisition / contracting professionals. Format: One day workshop. Purpose: For years the acquisition community and the security community have struggled to come together in a fashion that would result in successful procurement of very large systems with appropriate security properties. A major issue has often been that the security engineers designed and articulated their design using their own paradigm and language while the acquisition community procured systems and components using a different paradigm and language. This workshop will serve as a forum to allow these two communities to come together and more effectively introduce information security engineering concepts into the federal procurement process. Topics: 1. Security in Acquisition... Learn about the challenge of incorporating security engineering principles into the government acquisition process. Hear about how the Common Criteria could be used as a basis upon which to build a discipline to aid in solving this challenge. Hear about experience to date of applying Common Criteria concepts to large system acquisitions.

2. Associated Standards... Hear about relevant system engineering and proposed certification and accreditation standards that, along with a sound system security acquisition strategy, could form the basis upon which to build a national strategy.

3. Issues and Answers... Participate in discussions with colleagues in breakout sessions on topics such as: assurance in large systems, creative use of procurement alternatives to achieve system security, and functional composition/decomposition.
